Financing of TVET and role of Governments in that is being discussed at every forum here in the EU.Perhaps the reason for the success of Skills programmes in many developed economies is that #industry is in drivers seat and apprenticeships is a way of doing business. In our case however, with only 2% formal sector of which large constituents are MSMEs and subsidy seeking, integrating apprenticeships into the 'way of doing business' has already proven to be a challenge. There is a fine line between sign up and implementation and data suggests that it is ever growing. In these situations for those who are Not in Education Employment and Training (NEET) a skills allocation in the Budget is a key to education and training - essentially a 'life shot'. The devil is therefore in the detail. It is in ensuring that Corporates do not start to offset their HR& Training costs via these subsidy schemes. It is in setting accountability for the Service Providers to offer 'careers' and not 'placements'. In ensuring that various agencies responsible for these funds facilitate implementation and provide continuity despite changing annually changing hands. This morning I read the news of clashes at DU for inviting a particular student from JNU. If we don't get our act right, soon these mobs will in our face and sweep someone near and dear.
